Explain the interest group model of regulation.
Throughout the field of healthcare, there are many different rules and regulations that healthcare organizations and professionals must follow. Some of these regulations are legislation from the government and some are organization-specific policies. Regulations can be defined as interventions in markets from sources of authority. The interest group model of regulation “argues that legislatures are similar to markets, in that individuals and groups seek regulations to further their interests” (Lee, 2019, p. 281). Regulation in healthcare specifically is vital for success. Policies and procedures are put into place for a reason and need to be followed for things to be both efficient and effective from an operational and legal perspective while also prioritizing patient safety and outcomes.
Interest groups have many different motives, with their primary purpose being to influence public policy for their benefit. Interest groups support legislators and lawmakers to not only influence public policy but also to attempt to educate these policymakers and the public on the issues that they want to be addressed. “Interest groups often seek to influence legislators and legislative behaviour” (Huwyler & Martin, 2021, p. 1268). In all aspects of business, economics, and healthcare there are going to be people who support different groups and aspects and then there are going to be those who oppose them and the same applies to interest groups. Interest groups have several different pathways they take in order to attempt to influence policy. One of the primary ways that these groups seek and influence policy and legislation, is to get an inside seat to be able to have better leverage on influencing a proposed regulation in their favor. They do this in a few different ways, one being by seeking “membership of government appointed committees, boards, task forces and technical committees, especially those concerned with reviewing or formulating public policy” (Irwan and Kyande, 2022, p. 315). They can also do things like supporting legislative campaigns for those that are in line with their policy and also persuade others to vote for specific candidates that not only support their views but will influence the regulation or industry they are a part of.
In addition to attempting to seek membership or appointments, interest groups also use the concept of lobbying. The terms lobbying and interest groups throughout my research were often used interchangeably or as a synonym. Although these terms do differ, they also are similar because they both attempt to persuade government regulations and administrators to support their group and their interests. Lobbying and interest groups while their goal is to influence legislation, they are also regulated themselves. Congress passed a Lobbying Disclosure Act that provides guidance and assistance on the registration and reporting requirements to any entity that lobbies (Office of the Clerk, 2021). This act requires lobbyists to register with the federal government and has specific guidelines on reporting. These guidelines and laws do not necessarily limit lobbying and interest groups, but provide a set of guidelines to ensure it is ethical and follows a standard of conduct for all members involved.
From a biblical perspective, scriipture teaches us about influence and persuasion and the role it can play in our lives. “Therefore, knowing the fear of the Lord, we persuade others. But what we are is known to God, and I hope it is known also to your conscience” (2 Corinthians 5:11, ESV). Just as interest groups and lobbyists attempt to influence others in legislation as it relates to policy, we as Christians have a responsibility to use the concept of persuasion to spread the word of God to others. We are called to lead others to Christ and we should solely use scriipture as a basis to encourage others in their walk with and to our Father.
